Job Description
PetroChina International (Netherlands) Co., B.V. (PCINBV) is a wholly owned subsidiary of PetroChina London International (PCIL). This role is based in Rotterdam with a requirement to work from the office five days per week. Reporting to the General Manager, the Legal and Regulatory Compliance Counsel will provide commercial legal and regulatory compliance advice to PCINBV’s commodity trading and executive functions, and support PCIL and its other subsidiaries with a broad range of legal, compliance and regulatory matters across the business portfolio.
The successful candidate will ensure new and existing business activities of PCINBV and PCIL comply fully with applicable EU, Dutch, and international laws, exchange rules, and regulations. Participation in new commercial and business development initiatives is essential, requiring extensive legal due diligence and regulatory support to facilitate commercial transactions within the regulatory framework.
Key Responsibilities
- Provide legal advice and regulatory compliance support to new and existing business activities across EU, including transactions involving biofuels, physical gas, LNG, refined products, petrochemical trading contracts, General Terms and Conditions, storage agreements, charterparties, and related shipping issues.
- Ensure the business complies with Dutch and European laws, rules and regulations applicable to the trading of commodities and protect the business from compliance and regulatory risks.
- Communicate the relevance of laws and regulations to commercial and management stakeholders, ensuring alignment with business and operational objectives.
- Advise on the resolution of contentious trading and non‑trading issues, disputes, or enquiries with the support of external counsel where required.
- Draft and review corporate documents, liaison with the external company secretary and business stakeholders on company secretarial and corporate governance matters.
- Provide regulatory support for PCINBV’s and PCIL’s hydrocarbon and chemical trading and importation activities, including compliance with REACH obligations.
- Maintain up‑to‑date information on EU importers for applicable substances for audit purposes and protect the business from regulatory risk.
- Identify legal and compliance risks and support the provision of legal and compliance training across the business with the assistance of external counsel where required.
- Provide legal advice and support on other EU related legal issues arising from PCIL’s affiliates, with external counsel where required.
Skills, Knowledge and Expertise
- Experience working in the energy sector, with a track record of advising on Dutch legal and regulatory compliance issues.
- Educational background in Law, Regulation or Compliance and a deep understanding of European regulatory frameworks.
- For applicants from private practice, a minimum of a three‑month secondment with a commodity trading company, bank or an in‑house corporate/commercial legal team.
- Good understanding of the energy trading industry and a solid background in commodity trading, corporate or commercial law.
- Knowledge of shipping, crude oil, biofuels, sustainable aviation fuels, products, LNG, gas, and power trading agreements, incoterms, or general terms and conditions is advantageous.
- Knowledge of REACH compliance is advantageous; training will be provided if required.
- Must hold a relevant law qualification in the Netherlands; additional EU qualifications are advantageous.
- Ability to work autonomously as the primary point of contact for legal advice and support.
- Ability to interpret, digest and communicate complex laws and regulations in a practical manner.
- Commercial, proactive, and professional approach to work.
- Energetic individual with strong interpersonal skills, drive, and commitment to work independently alongside business stakeholders.
- Motivation and a strong desire to learn and acquire experience in new areas of practice.
- Team player, flexible, and willing to support other members of PetroChina’s Legal Affairs team with a diverse work portfolio.
- Proven record of sound judgment, commercial awareness and high‑quality contribution to business strategy and delivery.
- Excellent spoken and written English.
